1. The notice that factory accidents (both major and minor) have recently occurred in the chemical and petrochemical industry, thereby causing loss of human life, property and environmental hazard.
2. It is worth mentioning that Ministry of Environment, Forest & Climate Change (MoEF&CC) has notified two sets of rules to regulate the manufacturing, use and handling of hazardous chemicals, namely, Manufacture, Storage and Import of Hazardous Chemicals (MSIHC) Rules, 1989, and Chemical Accidents (Emergency Planning, Preparedness, and Response), (CAEPPR) Rules, 1996. The CAEPPR Rules provides the statutory backup for crisis management and prescribe criteria for identification of Major Accident Hazard (MAH) installations.
3. Industry Association are hereby advised to ensure compliance with the above mentioned Rules with specific emphasis on the following points:
i. Plants should operate with adequately trained manpower complying with all
safety requirements
ii. All hazardous chemicals to be stored in safe conditions.
iii. Fire fighting system including diesel engine coupled pumps should be
maintained in operating conditions.
iv. All safety personnel, technical staff to handle emergencies should be available
in factory.
v. Personal Protective Equipment’s (PPE) should be made available to workers.
vi. Antidotes of toxic chemicals should be kept available.
vii. Emergency warning systems such as leak sensor, alarms, public address
system should be maintained in working condition.
viii. Occupational Health Centre, Ambulance should be maintained in working
state.
ix. On Site Emergency Plans should be in active state.
4. It is requested that in case of occurrence of any accident in chemical and petrochemical industry, the incident may be reported immediately to this Department through following Officers:

5. It is requested that the above advisory may be circulated to all industry members
