CTE Checklist – Amendment
Type 1:
List of Mandatory Documents only for change in plot or addition of plot(CTE Checklist):
- Land related documents:
- If plot is outside GIDC area, submit following documents.
- In case of plot owned by the Industry, submit land ownership document like land records of 7/12, registered sale deed etc.
- In case of plot is rented by the Industry, submit valid rent / lease agreement with condition “In case of violation of any Environmental laws, the tenant (Industrial unit) and the plot owner are jointly and severally liable”*. Note: In case of plot is rented by the Industry, above (i) & (ii) both documents are applicable.
- A. permission (Non-agricultural purpose).
- Distance certificate from Talati*.
- If plot is within GIDC area, submit following documents
- In case of plot owned by the Industry, submit GIDC plot possession / allotment letter.
- In case of plot is rented by the Industry, submit valid rent / lease agreement with condition “In case of violation of any Environmental laws, the tenant (Industrial unit) and the plot owner are jointly and severally liable”*.
Note: In case of plot is rented by the Industry, above (i) & (ii) both documents are applicable.
- Site Plan: It shall show nearby landmarks (covering a radius of 3 kms for Small Scale Industry and 5 kms in case of other industries) (satellite image is preferred).
- Layout plan* (factory / plot layout)
Type 2:
List of Mandatory Documents for all other applications:
- CA Certificate* (with bifurcation) (with existing, proposed and total investment figures)
- Technical Details* : (existing, proposed and total details)
- Product
- Raw Material
- Water Consumption
- Wastewater Generation and Disposal
- Fuel Details
- Flue gas Emission
- Process gas Emission
- Hazardous Waste Generation and Disposal
- Manufacturing Process* (If any change)(Process flow diagram, Process description, Chemical reaction, Mass balance)
- Water Balance Diagram* (If any change)
- Effluent Treatment Plant (ETP) details* (If any change)(Description of ETP scheme, ETP units with size / capacity, ETP flow diagram)
- Membership of common facility (showing book quantity) for treated effluent disposal, if applicable. (If any change)
- EIA report, if proposed investment is more than Rs. 250 Cr. (Where Environment Clearance is not applicable to project / products / activities)
- Details of land available for irrigation / plantation / gardening in case treated effluent proposed to be used for that purpose. (If any change)
- Valid Lease permission from concerned authority in case of mining/ quarry project where mining is included. (If any change)
- Compliance with respect to reasons of rejection in case of re-consideration (RCN) of CTE.
Type 3:
List of Mandatory Documents for change in product mix application:
- Copy of system generated acknowledgement after uploading “No increase in pollution load” certificate by the Industry on “PARIVESH” portal for the proposed CTE, CCA Product mix application.
- Specific format of information pertaining to the information provided by the Industry on PARIVESH portal.
- “No increase in pollution load” certificate
- Copy of prior Environment Clearance
- Copy of existing valid CCA and amendments
- Undertaking for installation and implementation of Online Continuous Monitoring System
(OCMS) before proposed change or increase with at least 95% uptime, connected to the servers of the CPCB and GPCB to report the quantity and quality of emission and discharges. (Undertaking may also include regular calibration of OCMS and compliance of guidelines regarding OCMS being issued by GPCB/CPCB/MOEF&CC)
- Adequacy and Efficacy report of Environment Management System for proposed product mix from recognized Environment auditor (along with pollution load considering worst case scenario of the proposed product mix) shall be submitted. (Report from Schedule I Environment auditor shall be submitted in case of Schedule I industries as well as Red – Large and Red – Medium Industries. Report from Schedule II Environment auditor shall be submitted in case of rest of industries).
Note: Refer notification / circular / OM issued by competent authority for additional clarification / requirement.
List of Other Required Documents for all other applications:
- List of Proprietor / Partners / Directors* (If any change)
- Zoning document or undertaking of plot owner, if plot is outside GIDC area and within urban development area where development plan is prepared by authority. (If any change / addition of plot)
- In case of EC applicability, copy of Term of Reference (ToR) / Environment Clearance (EC). (EC to CTE application)
- Undertaking / Self Declaration for non-applicability of any Environmental Act*, if applicable.
- Small Scale Industry (SSI) / MSME certificate (Udhyog Aadhar) / Memorandum of Entrepreneurship Certificate, if applicable.
- NOC application copy or NOC of CGWA for withdrawing bore well water, if applicable. (If any change)
- In case of Industrial Estate / Complex / Park / Special Economic Zone (SEZ), a legal undertaking with clear identification of management to ensure adherence to the compliance throughout the life of such estate/ complex with reference to specific condition of Environment Impact Assessment Notification, 2006 (where ToR / EC obtained by Industrial Estate/ Complex/ Park/ Special Economic Zone).
- Treatability report for putting up Environment Management System, if applicable.
- Adequacy and efficacy of Environment Management System for proposed capacity from recognized auditor in case of Schedule I or II industries as the case may be along with compliance report in respect of existing products, in case of expansion.
- Environment audit report of previous year with compliance of recommendation of auditor (if applicable), in case of expansion.
Note:
- Industry is required to upload scan copy of documents in XGN in pdf format.
- Technical & other details are required to be filled in XGN system in master technical data and other pages.
- In case of EC to CTE (as amendment application), submit documents & details as per checklist of CTE – Amendment.
