Specific Guidelines to the Critically Polluted area.

MoEF&CC, New Delhi has prepared specific guidelines to the Critically Polluted area on dated 12th June 2019.

Guidelines points are as follows:

  1. It is to inform that a meeting was convened under chairmanship of Secretary, Environment, Forest and Climate Change on 15th April, 2019 to discuss the finalization of CEPI and Critically Polluted Areas. After detailed deliberations on the subject, it was decided to de–link the process of grant of environmental clearance from the CEPI score and the CPCB was requested to propose the additional safeguards to be prescribed for the projects/activities proposed in the said areas. These safeguard will be prescribed on a case to case basis by the sectoral ExpertAppraisal Committees. 
  2.  As requested the CPCB has submitted additional safeguards for projects/activities proposed in the Critically Polluted Areas (CPAs), in addition to implementation of Action Plans and any other measure that Appraisal Committee/MoEF&CC, may prescribe.
  3. As the safeguards are generic in nature the same is being circulated, with a request to be referred to the concerned sectoral EACs in the next meeting for framing guidelines specific to their sector for issue of ECs in CPAs. The feasibility of doing this for existing ECs may also be examined. The officers of CPCB may be invited during the meeting.
  4. The sector specific guidelines may be forwarded to the IA Policy sector for further necessary action, at the earliest.
  5.  This issue with the approval of the competent authority.
